Probably the files seen on the PC are actually the online OneDrive files rather than locally saved files. Autosave does work on my Window PCs - any file opened comes up with autosave on. As to why autosave appeared for the local Office 365 OneDrive files and then disappeared after the Mojave update, I have no idea and it appears no one else does.
